How a Sewer Camera Inspection Works

A typical inspection begins at a cleanout or another suitable access point. A small waterproof camera attached to a flexible cable provides a real-time view inside the pipe without excavation. This closed-circuit video inspection is sometimes called CCTV.

Some inspection systems include a sonde, a signal transmitter housed in the camera head. A handheld receiver above ground can detect the signal and identify the approximate surface position and depth of a visible defect. Available access and pipe conditions affect how far the camera can travel.

A typical inspection process may include:

  • Identifying an accessible cleanout or other appropriate entry point
  • Advancing the camera through the main sewer lateral
  • Viewing visible pipe conditions on a monitor
  • Identifying the location of observable concerns when locating equipment is used

San Luis Obispo Private Sewer Responsibilities

Within San Luis Obispo city limits, the property owner is responsible for the private sewer lateral running from the house to its connection at the City main. Knowing the condition of this pipe can be important when evaluating recurring drainage problems or preparing for a property transfer.

San Luis Obispo Municipal Code 13.08.395 requires private sewer laterals within city limits to be inspected before the close of escrow when ownership changes, with the results disclosed to the buyer. The closed-circuit video inspection used for this sale requirement must map the pipe’s complete run from the house to the wye connection at the City main.

Inspection-upon-sale exemptions. The requirement includes exemptions when the private line was installed or replaced during the previous 20 years. An exemption may also apply when it was inspected within the previous five years. Property owners, buyers, and sellers should confirm which requirements apply to their transaction.

Changes beginning in January 2027. A private line found to be in poor or failed condition during an inspection upon sale must be replaced within 180 days of a Notice to Correct. The required response depends on the inspection findings and the notice issued for the property.
